It is indeed capable! Every entry you write appears on my "friends" page, which I check fairly regularly. I can then read them and leave comments. People who are not registered livejournal users have to just check your journal regularly to see if you've updated. If you allow anonymous posting, then they can leave comments and just sign their name at the bottom.
